Summary

Key events for the week of September 15–21, 2026:

  1. Electronic Signatures — SFR requirements took effect. Starting September 1, 2026, the Social Fund of Russia (SFR) tightened technical requirements for qualified electronic signatures (CSEP): certificates must include keyAgreement, dataEncipherment, and keyEncipherment attributes. Mass re-issuance of FNS-issued CSEPs dated before August 28, 2025.

  2. AI Agents — from pilots to production adoption. The corporate AI assistants market in Russia is estimated at ~30 billion RUB by end of 2026. Generative AI — 778 billion RUB by 2030 (CAGR 68.1%). GtC 2026 confirmed the transition of Agentic AI into production. T-Bank and Avito lead enterprise AI adoption.

  3. Video Surveillance — new certification rules for transport. The Ministry of Transport approved new certificate compliance forms (valid until 2032). The Russian video surveillance market reached 67.6 billion RUB in 2025, growing at 23.4% CAGR, projected to hit 135 billion RUB by 2030. Cloud video surveillance grows 26%/year, AI video analytics — 40%/year.

  4. Smart Housing — FGIS “Utility Infrastructure Management”. The Ministry of Construction approved a digital transformation strategy through 2030. A unified digital contour: GIS Housing & Utilities, “Justice”, Gosuslugi, ECP. Online debt collection in 19 regions. A law on building chats in the Max messenger was passed.

Details

Electronic Signatures and the Social Fund (SFR)
#

SFR now requires mandatory verification of keyAgreement, dataEncipherment, and keyEncipherment attributes in X.509 certificates. Without them, reporting will be rejected at the acceptance stage.

  • CSEPs issued by FNS CA before August 28, 2025 — mass re-issuance required.
  • SFR is migrating reporting acceptance to ECP (Unified Digital Platform of the Social Sphere) infrastructure with stricter cryptographic protocols.
  • CSEP re-issuance triggers the need to reissue multipower of attorney (MCP) documents linked to the old certificate serial numbers.

AI Agents
#

  • Corporate AI assistants: ~30 billion RUB by end of 2026.
  • Generative AI: 778 billion RUB by 2030 (CAGR 68.1%).
  • T-Bank and Avito actively deploy AI agents for query processing and analytics.
  • Domestic LLMs (GigaChat, YandexGPT, SberGPT) compete with Western providers.
  • EdgeAI and falling compute costs are the key drivers.

Video Surveillance
#

  • Ministry of Transport order (valid until 2032): new certificate forms for alarm systems, access control, and video surveillance.
  • Market: 67.6 billion RUB (2025), 23.4% annual growth, 135 billion RUB forecast for 2030.
  • On-premise leaders: Trassir, Rubezh, Bolid, “ByteErg”.
  • B2G: Rostelecom via “Digital Region”.
  • Starting 2027 — a scoring localization system by the Ministry of Industry and Trade, targeting 90% B2G for Russian companies by 2030.
  • Cloud video surveillance (VSaaS): +26%/year; AI video analytics: +40%/year.

Smart Housing & Digital Transformation
#

  • FGIS “Utility Infrastructure Management” — a unified digital contour: GIS Housing, “Justice”, Gosuslugi, ECP.
  • Online debt collection for housing utilities in 19 regions.
  • IoT water/gas/electricity meters, building monitoring systems.
  • MegaFon and MTS are active IoT platform providers for housing.
  • Software localization: domestic software share in residential management grew from 60% (2020) to 80% (2023).
  • Law on building chats in the Max messenger — identity verification for residents.

Relevance to Digt
#

  • CryptoArm / CryptoPro: Mass CSEP re-issuance for SFR is a direct sales driver. New GOST algorithms needed for ECP.
  • WiseBot: AI agents and building chats — a platform for Digt chat-bots.
  • Video Surveillance: Cryptographic protection of video streams in transport security.
  • Smart Housing / IoT: FGIS will require cryptographic signatures and secure data exchange.
  • CryptoStore: Data protection in new GIS and FGIS systems.

Verdict
#

All four directions have high relevance for Digt. SFR CSEP re-issuance is the nearest-term driver. AI agents and FGIS Housing are strategic product opportunities. Video surveillance is a niche for cryptographic solutions in transport.
