This is our weekly review of market, regulatory and technology changes relevant to Digt’s business lines. Below are five topics of the week, each with its source.

1. Requirements for qualified signature certificates for the SFR were tightened on September 1, 2026

The Social Fund of Russia (SFR) will no longer accept policyholder reporting if the qualified electronic signature (QES) certificate lacks at least one of three technical attributes: Key Agreement, Data Encipherment, or Key Encipherment. To check whether they are present, open the .cer file, go to the “Composition” tab, find the “Key Usage” field and click it. If even one attribute is missing, the certificate must be reissued. The Federal Tax Service recommends updating qualified signatures before September 1, 2026; certificates issued before 28.08.2025 are subject to replacement. (consultant.ru, garant.ru)

2. Transport document flow becomes fully electronic

Transport consignment notes, order requests, freight forwarder instructions, forwarder and warehouse receipts, railway transport and air cargo waybills will have to be issued online only — this follows from Federal Law No. 140-FZ of 07.06.2025. The head of a legal entity or an individual entrepreneur will need a qualified signature from the Federal Tax Service certification authority, while an employee in most scenarios will need a personal qualified signature plus a machine-readable power of attorney (MRPA). The Russian Railways AS ETRAN system is moving from unqualified signatures to qualified ones: to transmit railway waybills to the GIS EPD system, employees will additionally need powers of attorney, including machine-readable ones, with the authority to sign transport, goods and goods-transport waybills, as well as universal transfer documents (UTD). In parallel, industrial safety declarations and expert review conclusions are beginning to be signed with qualified signatures — conclusions require several signatures at once: from the head of the expert organization and from every expert who took part in the industrial safety review. The changes were introduced by Federal Law No. 304-FZ of 31.07.2025, and the procedure was clarified by Order No. 172 of 19.05.2026. (ca.kontur.ru)

Separately: the amendments to Federal Law No. 63-FZ “On Electronic Signature” signed in the summer of 2026 only take effect in September 2027 — meaning the current wave of changes is regulatorily separate from the next one. (ca.kontur.ru)

3. Russian software moves to a three-registry architecture

Regulation of the domestic software market is changing: instead of a single registry, a new architecture of three registries is being introduced — the registry of significant software developers, the registry of software for the own needs of Russian legal entities, and the registry of trusted Russian software. Each registry has its own inclusion criteria, preferences and scope; the full system takes effect in 2026. (reestr-719.ru)

4. Russia’s corporate AI agent market: from pilots to industrial deployment

Analysts estimate the Russian corporate AI agent market at roughly RUB 30 billion in 2026; the global market for such solutions is around USD 7.8 billion. By 2030, the cumulative effect of AI adoption on the Russian economy is estimated at RUB 7.9–12.8 trillion (≈ 5.5% of GDP). (cisoclub.ru)

Globally, about 39% of software products in the AI field are agentic systems, while in Russia there are virtually no ready-made off-the-shelf solutions: vendors offer platform-constructors and companies assemble the final system themselves. 2026 marks the transition from pilots to industrial deployment; demand is concentrated in the financial sector, telecom, retail, industry and the public sector. The key factor for mature adoption is operating in a secure perimeter and integrating with corporate data; otherwise the agent remains “a software module with no effect”. (cisoclub.ru, TAdviser review 2026)

5. Utilities digitalization: IoT meters and recalculation without an application
